Workplace electrical safety obligations in Victoria: what employers must do

Managers often search for a single rule that says exactly what must be tested and when. In Victoria the obligation is broader: duty holders must, so far as reasonably practicable, provide and maintain a working environment that is safe and without risks to health.
This article explains who holds those duties, how Australian Standards are used to meet them, and what evidence you should be able to produce if asked.
Who holds the duty
- Employers, for plant, equipment and systems of work their people use
- Persons who manage or control a workplace, such as facility and property managers
- Landlords and building owners, for building services like emergency lighting and fire equipment
- Contractors and labour hire providers, for equipment they bring on site
Victoria's framework
Victoria operates under the Occupational Health and Safety Act 2004 and the OHS Regulations 2017, rather than the model WHS laws used in most other states. The principles are similar: identify hazards, control risks and keep the controls maintained. WorkSafe Victoria is the regulator.
Electrical risks are commonly controlled through RCD protection, inspection and testing of equipment, and removing damaged items from service. Building services such as emergency lighting and fire equipment also carry maintenance obligations under building regulations.
How standards support the obligation
Australian Standards such as AS/NZS 3760, AS/NZS 2293 and AS 1851 describe accepted methods and intervals. Following them, and recording that you have, is the practical way most organisations show their risks are being managed.
Evidence to have ready
- Testing reports and an asset register for each site
- Records of failed or removed equipment and what happened next
- A schedule of next due dates across all sites
- Proof of contractor insurance and qualifications
